Doug Walker fights to keep Randy's Tavern feeling like itself as a glossy new brewery edges into town, and only realizes the threat is institutional once a redevelopment notice arrives — while Jerry chases a refrigeration signal no machine should make.
Five-Movement Structure#
1. Ordinary Grievance#
Establish Randy's from the inside before any threat exists: the dead neon, the floor that has negotiated truces with gravity, Doug fixing things nobody asked him to fix, Randy counting, Heather running the room. The only "problem" is small and domestic — a sign that won't light, a fryer on its last legs, a regular who didn't come in.
Doug's private danger vocabulary appears early as comedy and setup. He is already disappointed that adulthood turned out to involve grease traps, permitting, and dead neon instead of quicksand, antidotes, and obvious villains. The joke should expose how badly he wants the threat to be legible.
Heritage Grain Collective exists only at the edges: a too-nice flyer left on the bar, a rumor, a name people keep saying. Nobody is under attack yet.
2. Disproportionate Response#
The brewery becomes a nuisance, not an institution. Two tourists wander into Randy's asking if "yeast abatement" is a flight option and repeat that Randy's is "authentic in a pre-curated way." Doug takes personal offense and answers with small, petty sabotage — fake parking signs — aimed at a vague irritation he can't yet name.
While planting the signs, Doug sees a road worker in a Mexican wrestling mask and immediately imagines a construction worker trapped in a wrestling ring. The aside is quick, funny, and revealing: Doug's brain converts visual weirdness into action logic faster than it understands municipal pressure.
Separately, Jerry is called to a cooler near the district and his gauges twitch in a rhythm he recognizes from no refrigeration system. He keeps it to himself. It just bugs him.
3. Hidden System#
The notice arrives — this is the turn. The proposed Fermentation District standards would require facade improvements, lighting, parking, grease handling, and fees Randy's cannot absorb. Doug's petty annoyance was the visible edge of an institutional machine.
Jerry connects his anomaly to Heritage: power draw that does not match the permits, a harmonic pulse moving through glycol lines like a signal that briefly syncs coolers across Bellwether.
4. Practical Counterattack#
Doug escalates badly. Heather uses customer memory and service-worker gossip to prove several public comments were seeded by Heritage's event staff. Jerry traces the signal to a sealed brewery tank. The town hearing is now looming, and the trio scrambles to assemble something that can survive it.
5. Cost and Escalation#
The hearing is the climax. Heritage's case is cleaner than Doug's outrage. Tucker has jobs, projections, and tasteful renderings, and Doug has a poster board and a fermentation pulse played through a bad speaker. The council approves the district. Randy's gets ninety days to comply.
Doug has made the tavern look unstable, but Jerry has proof that something impossible happened. That night, inside Heritage, a fermentation tank answers an unspoken question in Tucker's voice.
Character Questions#
- Doug wants: To keep Randy's feeling like itself, and — once the notice lands — to stop the district and prove Randy's is being pushed out.
- Jerry believes: Heritage's infrastructure is hiding a coordinated signal network.
- Barry understands: Not yet present as a character.
- Consequences fall on: Randy, whose tavern now has a deadline. Priya must defend a decision that may be wrong. Tucker is deeper in something he does not understand.
- Practical skill: HVAC diagnosis, bar-service memory, municipal procedure.
- Opposition justification: Redevelopment is saving Bellwether from economic decline.
- Relationship change: Doug and Priya become civic opponents. Heather starts treating Doug's panic as information, not leadership.
- Cannot return: Randy's is on a countdown, and Jerry has physical evidence of a nonhuman signal.
Arc Beats#
One small, behavioral click per character — shown, not stated. The world escalates fast. The people change one notch.
- Doug: Public failure, private competence. After losing the hearing he fixes the dead neon himself — relevance through quiet service rather than performance. (Bible arc: petty defender → first glimpse of accidental usefulness.)
- Jerry: Shares unfinished evidence with Heather before his theory is complete — a first crack in "trust must follow certainty."
- Heather: Stops treating Doug's panic as leadership to follow and starts treating it as information to act on.
Episode Breakdown#
Story 1 serializes as four web episodes of 2,500–4,000 words. Each episode has its own mini-arc — cold open hook, escalation, button — so an installment satisfies on its own. The arc beats above cash out in Episode 4; Episodes 1–3 set them up without spending them early.

Episode 1: Open at Eleven — drafted#
A full morning-to-close day at Randy's before any threat exists. Doug and the wobble, Randy and the register tape, Heather running the room, Walt in the seat shaped like Walt. Jerry is introduced on his own ground — a mundane repair call that shows the careful man before the story needs him. The Heritage flyer lands late, almost the last thing in the episode.
Button: Doug reads the flyer twice and goes quiet, which everyone who knows him understands is worse than loud.
Episode 2: Yeast Abatement — drafted#
The brewery becomes a nuisance with a name. The tourists ask about yeast abatement and quote "authentic in a pre-curated way"; Heather writes the phrase down. Doug answers with the parking signs — the caper dramatized live, including the wrestling-mask aside and all seventeen minutes of chaos. The back half belongs to Jerry: the 3 a.m. diner walk-in call and a needle that ticks in intervals.
Button: Jerry decides not to tell Doug — and a county envelope lands on Randy's bar.
Episode 3: Out of Code — beat sheet#
- Cold open — the envelope. Randy leaves it unopened by the register through a full shift. The regulars orbit it. Nobody official mails a tavern good news.
- The reading. Doug reads the district standards aloud like charges at a sentencing and gets quieter as the list goes on. Randy asks "How much." Heather has already run the number on a guest check the night before. Randy sits down on the stool behind the register — a thing Doug has never seen him do during open hours.
- Doug's turn. The parking signs curdle in memory. "This is how they get you. They don't fight you. They change the rules of the room until you're the one who's out of code." His smartest line of the story, immediately followed by his decision to fight it in the most legible way he knows — evidence board, poster board, yarn. Comedy and dread in the same scene: he is preparing for a movie trial, and the hearing is a zoning meeting.
- Jerry connects. He pulls Heritage's permits at the county office (a polite lie about a bid, twenty minutes, public record). The connected electrical load is wrong by an order that is not a typo. He walks the interference on foot at night — alley service panels, coolers syncing for a half-second, a harmonic trailing the glycol lines of the block like a finger on a banister — until he is standing behind Heritage's production building with one hand flat on a vibrating conduit. The intervals again.
- Inside Heritage. Staff meeting. Tucker stops mid-sentence without deciding to. Every glass behind the bar rings at the same pitch for one full second. The new hire asks if that is normal.
- Button: "Expansion stress," Tucker says — then, underneath, the question he has been letting go for almost a year: *Why did I know to say that? Who taught me that?* Jerry, behind the wall, records the pulse on three devices.
Episode 4: Public Comment — beat sheet#
- The hearing. Chamber past capacity. BELLWETHER RISES shirts versus whatever was clean enough to sit in public. Kayla at the back with the gimbal. Priya runs it tightly and fairly — the worst thing she could do to Doug. Tucker presents well and isn't smug, which is worse.
- Doug's testimony. The poster board: six identical taprooms, red yarn, one image blown up until the pixels look like a ransom note. "This is the same place wearing different hats" — the truest thing he's said in a month, delivered over the worst possible object. The room laughs.
- Jerry's mistake. "There's a frequency" — the speaker, the warble, the feedback. Doug grabs the worst rope: illegal beer frequencies, on the record, then the antidote line. Priya calls a recess.
- The recess — Heather's click begins. She works the edges: the coffee table, the hallway, who refills whose cup. Three speakers running the same script; two comped at the soft opening; one on the events-company payroll. The hallway exchange with Priya: "I can't vote on what you know. I can only vote on what you can show me. Bring it to me when it's the second thing."
- The vote. District approved with conditions. Ninety days. Priya to Doug: "You were right to be worried. You were wrong in every way that would have helped." Parking lot: Tucker's grant-writer offer, Randy's fryer answer, Heather taking the poster board out of Doug's hands — "bring something better than laminated panic."
- Doug's click. The neon sign, the cold solder joint, ten minutes of work avoided for a year. No speech, no applause. Walt: "Looks the same as always." "Good."
- Jerry's click. He does not drive to the shed to be right alone. He plays the pulse for Heather before the theory is finished, and almost adds the caveat, and doesn't. Heather listens to the silence after the recording — then starts listing the night-shift people who will have heard it too.
- Button: Jerry at quarter speed — two signals, call and response. Tucker alone on the production floor in front of Tank Seven. *What do you want from me.* One knock, from the inside. "Expansion." Ninety days.
